How the Special Intensive Revision (SIR) works
SIR is a full, door-to-door re-check of the voter list. It is different from the usual yearly update where you only apply if you want a change. In an SIR, every existing voter gets a pre-filled Enumeration Form; only voters whose form is received are carried into the new draft list. Then there is a public window to fix mistakes before the final list is published.
The Election Commission's stated aim is that "no eligible citizen is left out while no ineligible person is included": removing people who have died, moved permanently, or appear twice, and adding people who were missed.
